Complaints do not have administrative appeal status, claims anticipated in the exercise of legal actions by patrimonial responsibility of the economic-administrative Administration, so their presentation does not paralyse the terms set out in the current regulations. Nor do they have the status of requests presented under auspices of Organic Law 4/2001, of 12th November, regulating the Right of request.
